Sustained Growth and Strategic Opportunities in Water and Sanitation


Paraguay has established itself as one of the most dynamic economies in Latin America. With macroeconomic stability, low public debt, and a favorable investment climate, the country continues to project a strong growth trajectory for the coming decade.

Several projections suggest Paraguay could sustain GDP growth rates close to 5–6% in the medium to long term, positioning it among the fastest-growing economies in the region.


Growth with Structural Challenges

Despite this positive outlook, Paraguay faces major structural challenges—particularly in housing and infrastructure.

According to official data from the National Statistics Institute (INE) based on the 2022 National Census, Paraguay has a housing deficit exceeding 1 million units, affecting a significant portion of households across the country. ()

This deficit includes:

  • A quantitative deficit (need for new homes) estimated at over 100,000 housing units

  • A qualitative deficit affecting the majority, where homes require upgrades, including access to basic services ()

This means Paraguay must both build new housing and upgrade existing stock at scale, creating sustained demand in construction and infrastructure.


Housing Growth = Pressure on Water and Sanitation

The expansion of housing directly increases demand for:

  • Water supply systems

  • Sewerage networks

  • Wastewater treatment

However, this is where Paraguay faces a critical bottleneck.

While over 94% of the population has access to “basic sanitation”, this figure is misleading because it includes latrines and septic systems—not sewer networks. ()

In reality:

  • Only about 12% of households are connected to sewer systems ()

  • In most of the country, coverage is below 5–10% ()

  • Rural areas have virtually no sewerage infrastructure ()

Therefore, the commonly cited “3% sewer coverage” is too low, but the real figure (≈10–15%) still reflects a severe infrastructure gap.


Wastewater Treatment: A Critical Deficit

Even more concerning is wastewater treatment:

  • Only ~2% of wastewater is treated nationwide ()

  • The vast majority is discharged untreated into rivers and groundwater

  • Around 2.9 million m³/day of wastewater is released without treatment ()

This places Paraguay among the countries with lowest wastewater treatment rates in Latin America.


A Structural Imbalance

This creates a clear imbalance:

Housing demand is growing rapidly - Sanitation infrastructure is lagging far behind

With:

  • Over 100,000 new homes needed

  • More than 1 million homes requiring upgrades

  • Only ~10–15% sewer coverage

  • Minimal wastewater treatment capacity

Paraguay faces one of the largest infrastructure gaps in water and sanitation in the region.


A Massive Opportunity in Wastewater and Decentralized Solutions

This challenge translates directly into a high-growth market opportunity.

Every new or upgraded home requires:

  • Septic or modular wastewater systems

  • Small-scale treatment solutions

  • Water storage and management infrastructure

Given the current conditions:

Paraguay is a prime market for decentralized wastewater solutions, especially where centralized sewer systems are not viable.


Strategic Opportunity for Slovenia and Central Europe

This environment is particularly attractive for companies from Slovenia and neighboring countries with expertise in:

  • Wastewater treatment technologies

  • Modular and prefabricated systems

  • Decentralized sanitation solutions

  • Rural and peri-urban infrastructure

The Paraguayan market favors:

  • Plug-and-play systems

  • Low-maintenance technologies

  • Scalable solutions adaptable to fragmented markets


Mercosur: A Regional Gateway

Paraguay’s position within Mercosur provides companies with access not only to a growing domestic market but also to expansion opportunities across South America.
